How do you replace the multi-function switches in Kia Optima?

For models from 2001 through 2006, the turn signal switches, which consist of two separate units connected to a central plastic housing around the steering column, control various functions: the left switch controls the headlights/tail and turn signals in addition to the high/low beams while the right switch controls the washer and wiper system/ windshield.
